The I-95 N Welcome Center / Rest Area has a free dump station.
When entering the rest area, follow the Cars/Campers section all the way around past the buildings. Once you are almost at the end of the rest area, you will see a sign pointing you to the right to the dump station. The dump station is next to the dumpsters.

There’s a Love’s truck stop on the west side of Hwy 41, a few miles south of Terre Haute, IN. Easy access and turn around, clean, $10 and also have potable water. There is an RV center on the east side of Hwy 41 at the same intersection should you need something, don’t know their business hours.
Flying J/Pilot I-80 exit 432 has a working dump station. $10, running water available, but not next to dump site.
The Quarry Campground in Tolland CT has a dump station open to the public for $20. And a propane fill station on site.
